The 5G PCF component of the solution implements Policy Control
Function as defined in 3GPP 5G specifications. It provides service policy authorization, control for access and mobility management, session management, and background data transfer policies.
It can be regarded as the listening post of the network. As shown in the
following figure, it listens to usage data and the data fed to it from JPL’s ATOM platform, and suggests new innovative policies to be applied at the subscriber level. The PCRF also executes specific actions based on its big data processing capabilities, and it can integrate with BSS RESTful APIs to trigger schemes, rewards, vouchers, and loyalty management actions.
The JPL H-PCS leverages its RESTful network APIs as a fabric to
convert its insights and awareness into action. The solution orchestrates policy rules and decisions based on inputs from ATOM and DPI. PCRF policies instruct and influence dynamic pricing and rewards to the customers and enhance operator revenues. Policy rules also influence real-time loyalty management

It supports dynamic business rule creation using the PCF Service
Management Point, or even a plain old Excel sheet on the user’s desktop, to create business rules and
load them into the rule engine. The rule engine abstracts its internal metadata complexity by providing
a GUI as well as a file format that is in MS Excel format. This enables business managers to define their
business rules, which the system reads and interprets at runtime. Execution time of rules is in the order of microseconds once loaded into the PCF.
